Broadcast Networks Europe (BNE) represents Europe’s terrestrial network operators in Europe and internationally. Terrestrial broadcast network operators are responsible for managing, operating and maintaining the infrastructure that brings TV, radio and other wireless and over-the-air services to homes, cars, and other users.
As an organisation, BNE support an efficient and fair regulatory environment that give European citizens universal access to the TV and radio they watch and enjoy.

Bernie O'Neill
Project Director, WorldDAB
An experienced people connector within the digital radio industry, Bernie has headed WorldDAB since 2011, with overall responsibility for the direction and management of WorldDAB activities. Together with her team and the global network of WorldDAB members she works to further the adoption and implementation of DAB+, the digital successor of FM radio. With a background in leadership of international trade associations for over 25 years, her career expands over several industries including radio, ICT, water and education. She is an expert at driving business development, delivering value to stakeholders, strategically aligning teams, and developing effective marketing communications. Trained in international business, she has held postings in London, Brussels, and The Hague.

Jacqueline Bierhorst
President, WorldDAB, and Project Director, Digital Radio NL
Jacqueline Bierhorst has been a pioneer in commercial radio since 1987, specialised in distribution, marketing, and content. She has a strong track record in launching and leading successful commercial television and radio channels in The Netherlands and Belgium. From 2011 until 2015 she was project leader on the roll out of the DAB+ network in The Netherlands and since 2015 she is project director Digital Radio NL, a collaboration between public and commercial broadcasters and the Ministry of Economic Affairs coordinating involvement of all stakeholders and joint marketing of Digital Radio. Bierhorst is owner of Jacky B Entertainment Solutions, President of WorldDAB, a member of the WorldDAB Steering Board and an active ambassador of digital radio throughout Europe. She is also a consultant to the Flemish Government, Department of Culture, Youth and Media for the introduction of DAB+ in Flanders, initiating collaboration throughout the Flemish stakeholders on digital radio and country manager Radioplayer Netherlands.

Bruno Cigrovski
Head of Broadcasting Systems Department, OIV
Bruno Cigrovski serves as the Head of the Broadcasting Systems Department at Transmitters & Communications Ltd, Croatia’s leading broadcast network operator. He oversees the development and optimization of terrestrial FM, DVB-T2, and DAB+ networks. With more than twenty years of expertise in broadcast systems, Bruno he actively participated in key national projects, including the rollout of a new FM network, the transition to digital terrestrial television (DTT), and the upgrade from DVB-T to DVB-T2 technology.
In recent years, he has led the team responsible for testing and the commercial deployment of Croatia’s national DAB+ network, helping to shape the future of digital radio broadcasting in the region.
Lindsay Cornell
Chair, WorldDAB Technical Committee, and Principal Systems Architect, BBC Digital
Lindsay Cornell has worked for the BBC for more than 30 years, in a variety of engineering, editorial and leadership roles spanning radio, TV, and spectrum regulation. He has considerable experience in leading collaborative projects through his roles as Chairman of CEPT FM PT51, dealing with spectrum issues for programme-making, and as Chairman of the WorldDAB Technical Committees, managing the stability and development of the respective standards.

David Fernández Quijada
Co-Founder, Research Director, South 180
Dr. David Fernández Quijada is Co-founder and Research Director at the Geneva-based consultancy South 180. In this role, he carries out market research, foresight and strategic project for a number of European companies, including broadcasters such as Yle, Rai, RTVE and RPO, as well as trade bodies such as Broadcast Networks Europe. Previously, he was the Head of the Media Intelligence Service at the European Broadcasting Union.

Will Jackson
Communications Manager, WorldDAB
Will Jackson is WorldDAB’s Communications Manager. He’s a broadcast professional with over thirty years radio experience, having worked with UK transmission providers Arqiva on DAB multiplex launches and management, and with the regulator Ofcom on radio broadcast licensing. He’s also presented and produced daily shows for BBC and commercial radio. Prior to joining WorldDAB, Will was Managing Director of AudioUK, the trade body for audio-led independent production companies, including liaison with key stakeholders such as the BBC, Audible, and the UK Government.

Jens Timmermans
Commercial Director, Cellnex Broadcast Partners
Jens Timmermans is an experienced media executive with a career spanning content, technical, and strategic leadership. At Talpa Network, he advanced from Manager of Technical Facilities (IT & Broadcast), overseeing the technical infrastructure, to Business Director Radio. In the latter role, he led business strategy and played a key part in securing the network's future through the national FM frequency auction.
Following his tenure at Talpa, he served as a Project Manager for Mediahuis Radio NL, where he successfully managed the complex relocation and establishment of their new, state-of-the-art broadcast facilities.
In January 2025, he was appointed Commercial Director at Cellnex Broadcast Partners. In this role, he is responsible for the sales of network and distribution services.
His career showcases a unique ability to bridge high-level business objectives with intricate technical operations.
