The Agency for Media (English name: Media Regulatory Authority) is an independent regulatory body in Croatia that promotes the public interest and media pluralism; upholds public trust through professional and transparent operations; fosters media literacy and quality journalism; creates conditions for the production of high-quality Croatian audiovisual content; and ensures equal conditions for the development of media and media freedom. In this capacity, the Council grants radio and television licenses for the FM and DAB+ spectrum and oversees the implementation of licensing agreements. The Agency is an independent, non-profit institution vested with public authority within the scope and jurisdiction prescribed by the Act on the Implementation of Regulation (EU) 2024/1083 establishing a common framework for media services in the internal market and amending Directive 2010/13/EU (European Media Freedom Act). The founder of the Agency is the Republic of Croatia, with founding rights exercised by the Croatian Parliament and the Government of the Republic of Croatia. The bodies of the Agency are the Director of the Agency and the Council for Electronic Media, which serves as the Agency’s governing body. The Agency performs administrative, professional, and technical tasks for the Council. The President of the Council for Electronic Media is appointed by the Croatian Parliament (Sabor), while the Director of the Agency is appointed by the Council for Media following a public call for applications. The Director represents and manages the Agency and is responsible for the operations of its internal organizational units. In their work, the Agency and the Council pay special attention to respect for human dignity, the protection of minors, and the prevention of the incitement and/or promotion of programs that spread hatred or discrimination based on race, gender, religion, or nationality.
