Join the author of the Toolbox, David Fernández Quijada, Research Director of South 180, and WorldDAB President, Jacqueline Bierhorst, in a special webinar edition of The Media Club, hosted by media commentator and DAB+ multiplex operator, Matt Deegan.


The global growth of DAB+ means more markets are now exploring how to launch broadcast digital radio, and seeking examples of successful policies.

To support this, WorldDAB is launching its DAB+ Public Policy Toolbox

It focuses on the regulatory aspects that drive two key elements of the implementation of DAB+: broadcasters' commitment and listeners' uptake, delivering clearer policy choices, faster rollout, and reduced risk.

Broadcasters, network operators and manufacturers will also benefit from the insights and recommendations and use them to inform their own strategies and boost their advocacy. 

A review of the policies used to roll out DAB+ digital terrestrial radio successfully across Europe, Asia-Pacific, Africa and the Middle East has been compiled by consultancy South 180.

Jacqueline Bierhorst
President, WorldDAB, and Project Director, Digital Radio NL

Jacqueline Bierhorst has been a pioneer in commercial radio since 1987, specialised in distribution, marketing, and content. She has a strong track record in launching and leading successful commercial television and radio channels in The Netherlands and Belgium. From 2011 until 2015 she was project leader on the roll out of the DAB+ network in The Netherlands and since 2015 she is project director of Digital Radio NL, a collaboration between public and commercial broadcasters and the Ministry of Economic Affairs coordinating involvement of all stakeholders and joint marketing of Digital Radio. Bierhorst is owner of Jacky B Entertainment Solutions, President of WorldDAB, a member of the WorldDAB Steering Board and an active ambassador of digital radio throughout Europe. She is also a consultant to the Flemish Government, Department of Culture, Youth and Media for the introduction of DAB+ in Flanders, initiating collaboration throughout the Flemish stakeholders on digital radio and country manager Radioplayer Netherlands.

Matt Deegan
Folder Media

Matt Deegan has spent over 20 years working in radio and podcasting, helping talent, shows and stations grow. After working for large UK radio groups in his twenties, he went on to co-create a number of businesses across content and technology. These include consultancy firm Folder Media, digital multiplex operators MuxCo and MuxNet, children’s audio brand Fun Kids, podcast award ceremonies in Britain, Australia and Ireland, the podcast marketing agency Podcast Discovery, and the podcasting social tool Podfollow.

He also writes a widely read email newsletter about audio and presents The Media Club podcast.

David Fernández Quijada
Co-Founder, Research Director, South 180

Dr. David Fernández Quijada is Co-founder and Research Director at the Geneva-based consultancy South 180. In this role, he carries out market research, foresight and strategic projects for a number of European companies, including broadcasters such as Yle, Rai, RTVE and RPO, as well as trade bodies such as Broadcast Networks Europe. Previously, he was the Head of the Media Intelligence Service at the European Broadcasting Union.
