On 8 November 2022, the Communications Authority of Kenya (CA), the broadcasting regulator, published a public consulation on a draft Digital Sound Broadcasting (DSB) framework.

The CA said: "A responsive framework will ensure the efficient use of the available broadcasting spectrum and encourage investment in the broadcasting sub-sector. Sound broadcasting in Kenya has predominantly been provided through by FM radio platforms, but gradual congestion and spectrum scarcity limits ability to introduce additional services in all major broadcasting areas. The framework provides a roadmap for broadcasters to develop new content and signal distributors to distribute the services on Digital Sound broadcasting platforms."

In social media posts, the CA added that: "There are nearly 200 licensed services including public, commercial and community FM broadcasters in Kenya. Most operate using analogue FM in VHF Band II (87.5 - 108 MHz). Frequency allocations for FM are close to saturation in major markets with over 2,200 pending applications. Development of Digital Sound Broadcasting (DSB) presents an opportunity both to accommodate new services and to future proof existing services."

Among the key recommendations in the draft Framework are adoption of the DAB+ standard as the priority for DSB development and formulation of a roadmap and timetable for the roll-out of DAB from a trial phase to regular services; and launch of a DAB trial in Greater Nairobi with transmitters in Limuru and Machakos to test and demonstrate coverage, reception quality, data services and SFN performance.

The closing date for responses is 28th November 2022.

Kenya to fix FM transmission limitations with new technology

Kenya’s ICT regulator, the communications authority (CA), has announced plans to pilot digital sound broadcasting (DSB) anytime from September 2023. DSB is a technology that uses digital signals to transmit audio content. According to the regulator, which hosted a media workshop highlighting its mandate and plans for the ICT industry, DSB will be useful in tackling the issue of limited FM broadcasting frequencies. Kenya has already developed a framework for digital sound broadcasting to pave the way for the launch. The regulator mentioned that it is getting a budget to purchase all the necessary equipment for DSB pilot tests. Digital audio broadcasting (DAB), the most widely used type of digital sound broadcasting, is being tested in Tunisia and South Africa.

Kenyan broadcasters will be allowed to adopt a new digital radio standard, which will enable them to use their current spectrum to transmit their signals through a digital network, as the sector regulator moves to address the shortage of analogue frequencies. The Communications Authority of Kenya (CA) has called for stakeholder and public views on a draft Digital Sound Broadcasting (DSB) framework it has formulated to ensure the efficient use of the available broadcasting spectrum and encourage investment in the sub-sector. The inaugural trial of the DAB network service will be in Nairobi with transmitters located in Limuru and Machakos to test coverage, reception quality and data services. “The trial DAB+ network service is estimated to cover an area of 9,176 kilometres squared with a population of 9,329,253, which represents 17 percent of the population of Kenya. The trial will help in building local capacity as well as in raising awareness of DAB+ network services in the country,” said CA.
